fix AF-1334

It seems `session.enableNetworkEmulation({ offline: true });` does not work - https://github.com/electron/electron/issues/21250

implemented using an in-house solution.

When turned on:

AFFiNE Electron App

Development

To run AFFiNE Desktop Client Application locally, run the following commands:

# in repo root
yarn install
yarn workspace @affine/native build
yarn dev

# in packages/frontend/electron
yarn generate-assets
yarn dev # or yarn prod for production build
