### What changes:
- add a insert blank frame action to slash menu
- move `EdgelessFrameManager` and `FrameOverlay` extensions to `FrameBlockSpec`
- make `FrameBlockSpec` as a part of `CommonBlockSpecs` such that we can use `EdgelessFrameManager` to create a frame more easily
