### What Changes
- Refactor toc note card dnd with `std.dnd`
- Extract note display mode change to command `changeNoteDisplayMode`
- It will reorder notes when the display mode changed from `EdgelessOnly` to page mode visible (a.k.a `DocOnly` or `Both`)
