refactor(core): clear build config (#8268)

allowLocalWorkspace -> FeatureFlag
enablePreloading -> removed
enableNewSettingUnstableApi -> removed
enableExperimentalFeature -> removed
enableThemeEditor -> FeatureFlag

remove some unused code
