fix(electron): revert back electron to v35 (#12704)

v36 breaks worker loading in Electron's renderer
this use to work by turning off "PlzDedicatedWorker"
related to https://github.com/electron/electron/issues/43556

Before we know the root cause, revert back the electron version.
