chore(server): bump ioredis to 5.8.2 for ipv6 support (#14204)

Bump ioredis to 5.8.2 for ipv6 support. 

Prior to 5.8.2 ioredis required passing `family: 0` or `family: 6` when
constructing a client in order to connect to redis over ipv6. This was
fixed in 5.8.2.
